The Galactic Hyperspace Planning Council is a branch of the Imperial Galactic Government responsible for planning and monitoring hyperspace routes. It is made up of Vogons to ensure maximum bureaucratic inefficiency and has jurisdiction over several Vogon Constructor Fleets to demolish things that get in its way.
