Bureaucratic pirates are a fortunately rare breed of space pirate hailing primarily from a base planet of Pallidon IV. Vogons are particularly prone to join their ranks if by some small chance they tire of working for the Imperial Galactic Government.
Bureaucratic pirates do not plunder, steal or murder; rather they enslave their victims for years of sorting, filing, rubber-stamping, and other mind-numbing jobs. One of their favorite places to take captives is the "basement world" Sporla. Most people would rather just be disemboweled and have their cargo stolen.
